In accordance with the national deployment and local low-carbon pilot implementation plan requirements, the pilot areas have been carefully organized and solidly promoted, and the pilot work has made positive progress. (II) Progress of the trial of carbon emission trading

Since the launch of the carbon emission trading pilot program in 2011, seven pilot provinces and municipalities have attached great importance to it and all work has progressed smoothly. In June 2013, Shenzhen officially launched the online transaction. As of November, the cumulative transaction volume exceeded 130,000 tons of carbon dioxide, and the transaction amount exceeded RMB 8.5 million. (3) Progress in other aspects

The first is to carry out pilot projects for low-carbon product certification. In conjunction with the relevant departments, the “Interim Measures for the Management of Low Carbon Product Certification” was issued. The first batch of certification catalogue includes four kinds of products: general Portland cement, flat glass, aluminum alloy building profiles, small and medium-sized three-phase asynchronous motors, and in Guangdong and Chongqing. Second, deepen the consideration of pilot demonstration of low carbon development

In the next step, we will organize multi-level and diversified pilot demonstrations from the actual situation in different regions of China, vigorously promote the construction of ecological civilization, accelerate the transformation of economic development mode, and promote the development of green and low-carbon in China.

First, study and formulate and implement major policy documents. We will implement the "Twelfth Five-Year Plan for Controlling Greenhouse Gas Emissions", the National Climate Change Plan (2013-2020), and the National Climate Change Adaptation Strategy. Complete the drafting of the legal text for climate change and extensively solicit relevant departments and local opinions. We have compiled a macro-strategy for China's low-carbon development, and systematically proposed a low-carbon development roadmap for China in 2030 and 2050. The fourth is to strengthen capacity building in low-carbon pilot demonstration areas. Accelerate the preparation of greenhouse gas emission inventories and the construction of statistical accounting systems in pilot demonstration areas, and give priority to establishing greenhouse gas emission reporting systems for key industries.
