On June 2, the World Trade Organization’s third review of China’s trade policy was successfully concluded. During the two-day review, many WTO members praised China's efforts to resist trade protectionism and help increase global demand in response to the global economic crisis, and affirmed China's important contribution to promoting global economic recovery.
During the deliberation process, the Chinese delegation headed by Vice Minister of Commerce Yi Xiaozhun and other WTO members conducted detailed and extensive exchanges on China's trade policies and practices over the past two years.
WTO members have submitted more than 1,500 written questions to the Chinese side in advance, covering trade system transparency, technical trade measures, export tax rebates and subsidies, export restrictions, intellectual property rights enforcement, industrial policies, government procurement, and further opening of the service industry. The Chinese delegation submitted most of the written replies to these questions, and other replies will be completed within one month of the review and submitted to the WTO Secretariat. In addition to answering written questions, the Chinese delegation also answered many on-site questions.
At the meeting, the representative of Sweden, who led the discussion, said that joining the WTO has promoted China's reform and opening up process and benefited other members. This is a win-win situation, which is precisely the purpose of the multilateral trading system. The representative also spoke highly of China's serious commitment to WTO commitments and its role in responding to the global economic crisis. It pointed out that the recovery of China's economy not only directly led to an increase in global aggregate demand, but also enhanced the confidence of other economies in coping with the financial crisis.
Representatives of Japan and South Korea appreciated China's stimulus measures to quickly reverse the economic downturn, expand imports, and drive neighboring countries and regions to get rid of the economic crisis.
Representatives of ASEAN, Pakistan, New Zealand, Chile, Costa Rica and other countries that signed a free trade agreement with China also spoke. They expressed satisfaction with the progress of the implementation of the FTA and expressed confidence in expanding bilateral economic and trade cooperation with China within the framework of the FTA.
Representatives of some developing members such as Brazil, Nigeria, Venezuela and Barbados affirmed China’s positive role in the Doha negotiations and highly appreciated China’s active protection of the interests of developing countries, especially the least developed countries, in the WTO. With its rapid economic growth, China plays a greater role in the multilateral trading system.
The representative of Pakistan said that the launch of the Doha Round negotiations and China’s accession to the WTO were two major events in the 21st century multilateral trading system. China is a model for all countries in fulfilling WTO commitments.
The representative of Zimbabwe said that South-South cooperation carried out by China and economic and technical assistance to developing countries under the China-Africa Cooperation Fund have helped local economic and social development and have been welcomed by the local community.
The chairman of the meeting spoke highly of China's commitment to fulfilling WTO accession. He appreciated China's full preparation for the review and considered it a high-quality review.
