The "Notice" proposes to simplify the process of equalizing or reducing the replacement capacity of electrolytic aluminum in the enterprise group. The replacement of electrolytic aluminum capacity among enterprises within the enterprise group is independently decided by the enterprise group and actively accepts supervision. The "Notice" pointed out that enterprises must make their own decisions and take the initiative to accept supervision. It is necessary to ensure that the capacity of the production capacity exits the enterprise is true and accurate, no re-use and legal debt disputes, capacity exit and staff placement are in place. On this basis, the enterprise group submitted the production capacity transfer report to the provincial government at the transfer point, including the transfer of relevant information on capacity indicators, capacity withdrawal, employee resettlement and debt disposal. At the same time, the implementation of the responsibility for the transfer of capacity indicators, capacity withdrawal, staff placement and debt disposal will be stated on the website of the provincial industrial and information administration department. The transfer of production capacity indicators to provinces (autonomous regions and municipalities) shall verify the true effectiveness of the enterprise group's capacity replacement plan and capacity transfer indicators, and publicize the audit opinions on the website of the provincial industrial and information administration department. During the publicity period, if there is any doubt about the company's declaration, the provincial government at the capacity transfer must check and respond to ensure that there is no objection before making an announcement. If the relevant procedures are not performed in accordance with this procedure, the capacity replacement is considered invalid.
